The Haryana government made a revolutionary step by initiating a long pending scheme to record properties falling under the Lal-dora in rural areas. As commended by Prime Minister Narendra Modi the scheme is a reformative step towards establishment of clear ownership of property in rural inhabited areas, by mapping of land parcels using drone technology and providing 'Record of Rights' to village household owners with issuance of legal ownership cards (Property cards/Title deeds) to the property owners. It will help create accurate land records for planning in the rural areas which is understood as a wonderful move in order to build better urban planning. A high potential zone like Gurgaon will get advantage of it and it will help carve a better planning in villages like in planned sectors and real estate promoters have praised the government for this move.<figure class="image"><img src="https://www.signatureglobal.in/blog/wp-content/uploads/2023/11/Industrial-News-3.jpg" alt=""></figure>Real estate promoter <a href="https://www.signatureglobal.in/">Signature Global</a> has commended the initiative for Haryana being pioneer in this regard in the country. The Swamitva Scheme of the government is aimed to reduce and resolve the property-related disputes in the villages and it will bring financial independence and stability to property owners in the rural areas allowing them to use their property for taking financial benefits, including loans including many other benefits.This ambitious scheme includes objectives such as to provide an advanced, innovative, and integrated solution for property validation in rural India, to create accurate land records for planning in rural areas, and reduce and resolve property-related disputes, bring financial independence and stability in rural areas allowing people to use their property for financial help etc. It will help create survey infrastructure, GIS maps, and land records to be used by any department if and when required and determine the property tax based on maps and land record documents and support preparation of a better quality Gram Panchayat Development Plan (GPDP) using land records and GIS-based maps. Improper maintenance and sometimes an altogether absence of land records in the rural areas demand an immediate need for the scheme.This is a fact that inhabited rural areas and villages had not been surveyed in Haryana and other states in India thus no land records are available leading to the rural disputes over property ownerships – the villages and properties remained largely deprived of many government benefits because of lack of property ownership records. In the absence of legal property documents, the owners are unable to monetize their own property as a financial asset. Thus, in order to provide the legal rights of property to the owner in a speedy and cost-effective manner this scheme will bring reformation in the society.
