The recent policy decision of the Haryana government to allow registration
for fourth floor of plotted houses as independent dwelling units , by paying
just one third of the development fee, has come as a big incentive for
owners of plotted homes who were not able to sell their fourth floor for
want of registration.
The Directorate of Town & Country Planning had restricted registration of four floors as independent residential unit even after Haryana Urban Development Authority had permitted construction on private residential plots from 15 m to 16.5 m , allowing stilt and four floors instead of three floors. As per the policy, the plot owner can get fourth floor registered as independent dwelling unit, provided he pays one third of external development charges in a particular urban area over and above the purchasable floor area ratio. To implement the new policy, the Haryana
Building Code 2017 has been amended.
Says Pradeep Aggarwal, Chairman, Signature Global, ” This policy amendment in the core areas of the city will help owners of the plotted units. However, this will put more pressure on the infrastructure, be it sector roads, parking, drinking water, sewerage, power etc”.
